First the IRS only ACCEPTED the return for processing ... TT did not say it was approved, only the IRS approves a refund for dispersal.
Next, the IRS can take as long as they wish to process a return and take any steps needed to verify your ID which are now taking much longer due to the virus shutdown ... all you can do is wait patiently until the IRS catches up on all the work piling up.
And as to the TT fees being withheld from the federal refund ... if the IRS delays getting out the refund you agreed that TT could debit your account ... they sent out at least 4 emails warning you of the pending debit.

The IRS identity check has nothing to do with TurboTax. That is usually triggered by another taxpayer attempting to use your SSN or claimed your W-2 on their tax return so the IRS want to be sure that you are you and not an imposter. (The other taxpayer probably received a similar letter.)
The IRS will not have the information requested on the letter until *you* mail it to them.
When you choose the option to pay your TurboTax fees form your refund a part of the agreement that you must accept, says that if the refund is delayed then you agree to have it taken from your account. Didn't you read the entire agreement before you agreed to it?
