I hit the amend tax return button but nothing happens.

I am trying to amend my 2023 return to change a number and when I click on the amend button for ot nothing happens. I am using a cellphone of that matters.

It depends. There may be a setting in your cellphone that may be preventing you from using the continue button. If you are using a Turbo Tax App, you may try logging onto the Turbo Tax Website itself by clicking this.
