The IRS is going to give taxpayers the chance to enter their own banking information. See the following:
In the coming weeks, Treasury plans to develop a web-based portal for individuals to provide their banking information to the IRS online, so that individuals can receive payments immediately as opposed to checks in the mail.

I filed a simple tax return of $1 AGI but never had the option to provide direct deposit info with turbo tax free edition, I think its misleading because I was told by customer service that once I filed that they could not add any banking info, which was a chime card.
You will need to wait for the Treasury to set up the web portal for you to enter the banking information. If you did not have a refund with Direct Deposit, the IRS does not have your banking information.
