My previous employer did not withhold my FICA taxes in 2021. After I notified them of that, they made the payments and I did too. And they will issue me a W2C. In this case, do I need to file an amended federal tax return for 2021? What about VA and DC state tax returns do I need to amend those?

You should wait until you receive your W-2C and compare your gross wages, Social Security withholding, and Medicare withholding. Social Security withholding should be 6.2% of your Social Security gross wages and Medicare withholding should be 1.45% of your Medicare gross wages.

Could you please explain why only Federal amended tax returns are needed but not DC or VA state amended tax returns?
also, if after receiving my W2C, the tax refund/due amount does not change, do I still need an amended tax return for federal?

No, If there is no change in your federal tax refund/amount due, then you do not need to file a federal amended tax return. You only have to amend if you received a corrected tax form, such as a W-2C, after filing and the new info changes your refund or tax due amount.
The state returns are not affected by FICA tax, so you would not need to file a DC or VA state amended return.
