As Bsch4477 stated, if the refund is a federal refund you do not have to claim or report it. If it was for a state refund the answer there is "it depends".
If the refund was a state refund, you need to check your 2019 return to see if you itemized deductions and if the state and local taxes paid affected the amount due or refund from your Federal return. If you did not itemize in 2019 and your refund was from the state there is no need to claim or report it.
Another possible complication if you did itemize is calculating IF your state tax had an effect on your Federal taxable income. For example, if you paid real estate taxes in an amount in excess of $10,000 your state tax would have no effect. If you did not pay real estate taxes and you itemized including your state tax then it would have had an effect. You will have to calculate what effect, if any, your state tax had upon your Federal taxable income.
