Can anyone help? Received fed refund but the IRS

Not sure if I can start paying bills with the money. Turbo Tax also removed my filing fees so it seem legitimate.

The Where’s My Refund app may show “Return Received,” even if we’ve already issued your refund. Your refund will not be delayed. There’s no need to call the IRS.
