I'm sorry, John, I cannot specifically remember how I got to that screen. I think it appeared just before filing the return after the final review.
You might eventually find it if you keep playing around with the different suggestions in this thread.
FWIW, I have the IRS and CA state direct-debit from my checking account
Support wasn't able to resolve but on the last screen before you e-file it provides you an option to edit payment info (second item in a list of three overview items). Put the date in there and it will be accepted. Putting the date into the expert audit review"fix" field will not work no matter what date you put in. Turbo Tax please fix these bugs in your software.
I've used TT for many years, but I probably won't use it again because of price increases and a major bug (unanswered) that I encountered this year.
I was hitting the same error, and the return was rejected multiple times. The TurboTax support team didn't quite help the first five times ( yes, it was rejected five times). The sixth time around, David from TurboTax shared this article, and following this solved the issue. Thank you!
