Alright so I filed my return in February. It was accepted. My state return was in my account weeks later but I never got my federal. I did get a letter in the mail in March stating that the IRS needed to review my return and they had 60 days to do so and would request more info from me if needed.
Fast forward to July, still nothing from them so I finally call. Im told that there are no notes showing why my refund has not been released to me. The woman I spoke with said she had to send a referral to another department telling them they need to either release it or request more info if thats what they need. She also informed me that unfortinately, they'll have another 60 days to do this but she advised checking where's my refund every day incase it is released to me.
Now here we are in September. I call back to try to get info and this lady seemed more knowledgeable. She tells me the reason why it hasnt been released is because the federal withholding amount is more than what was reported. I thought that was quite odd so I find my w-2 and verify everything. The problem ended up being that I switched the federal withholding and social security withheld amounts. They just needed to be switched.
So I went through the amendment process and now it tells me to send a check for 1100 dollars. Did I need to do the amendment? Also what do I do since I don't have 1100 disposable dollars on hand? I feel completely lost now. I should add that the federal withholding amount went from 1100 to 0 as it should have been originally.

You should NOT mail in an amended return while the IRS is still processing your original return ... but since you know what the error was you made and the tax consequences of that error then you can be prepared for the result ... of course did you indicate on the amended return that the original refund was not received ? If you did not then the 1040X is not correct ... put a zero on line 18 and recompute.
@Critter No I didn't. I am extremely lost. This is my first time ever having a mistake and having to deal with this and I do not know what I am doing. The last person I spoke with at the IRS was not helpful at all. Now what I was told was that they won't release my refund to me because there is a problem with it. It just seems like an endless problem because I can't do anything without the money firs
Do not amend the return ... instead contact the taxpayer advocate office instead for assistance. Tell them the error is obvious and how to fix the return and let them fight for you....
If it's been more than 90 days since the return was accepted then you can ask for help from the Tax Payer Advocate office:
At the following IRS website, find the USA map and click on your state, and it will give you the number of your IRS Taxpayer Advocate.
