No I mean can I make the payment that I owe to the state online it would turbo tax know that since the state would I live in North carolina

If you have NC state taxes owed, in the File section of the program in Step 2, you are given several options on how to pay the state taxes, one of the options is to go to the state website to make an online payment.

I never seen that option on there is it possible to go to that section in the app now

No, if you pay your state taxes online, on their website, Turbotax will not be able to read that. The same with the IRS. Turbotax will know if you pay through the Turbotax software, but not if you pay on another website.
