Not able to make payment can it be taken out of amended return

Payment for what? If you mean payment for TurboTax fees, no. First of all, you should not have a fee to amend a return you prepared using TurboTax unless the changes you made required you to upgrade to a higher version of the software.

Secondly, if you are getting a refund for an amended return, it comes to you as a check that the IRS mails to the address on your tax return. It is not possible to pay the fees from the refund.

You have three years from the filing deadline to submit an amended return. Wait til you can pay if you need to upgrade in order to amend.

Alternative option ... wait until early December to amend the return ... undo what you did and come back when you can download the upgraded program for free.
