On the refund website it says my direct deposit date is April24th 2019 which is today why isn't my refund on my card than?

Did the IRS give your tha date? If so, know that it can take the card issuer 1-5 days to credit the deposit. Add a day or so more if you are having TT fees deducted from it.

My refund deposit was $2,400 less than what was promised. I checked the irs website and it is correct that is the amount I was supposed to receive. So where’s the rest?
