Nys state refund

my state refund was accepted on February 16 and I still have not received it. This is the longest in all my years of filing taxes that it’s ever taken I have two kids and I ended up owing $5000 which I don’t understand, I know I made a significant more amount of money, but still to not even get that much in my federal and the state is taking forever is annoying
