After I filed my return I found a bank account with $28 in interest. Is that enough to make me have to file an amended return?

No. While technically you should report all interest over $10, $28 is not enough to require filing an amended tax return.
This interest income would not alter the result of your tax return, either how much you owe or how much you receive as refund.
