DoninGA is correct.  The IRS has many addresses and telephone numbers for different purposes.  It depends upon what you want to do.

Telephone coverage at 1-800-829-1040 is available 7 am to 7 pm local time.  Other telephone numbers are here.  

Or you may want to set up a meeting at your local IRS Taxpayer Assistance Center.
