You do not say what kind of 1099 information you entered or that you are looking for. There are over a dozen kinds of 1099's. A 1099NEC is typically issued by an individual or business for whom you performed work as an independent contractor, so seek a copy from them if you did not save yours. Many of the other types of 1099's are issued by banks, brokerages and other financial institutions from which you can seek copies.
What kind of 1099 form do you need? There are 21 different kinds. There is no plain Form 1099. All 1099 forms have one or more letters after the 1099. The most common are 1099-INT, 1099-DIV, 1099-B, 1099-NEC, 1099-R, and 1099-G.
All of the 1099-series forms are sent to you by a company, a financial institution, or a government agency that paid some kind of income to you. If you are missing a 1099-series form, you have to get it from the organization that paid the income to you.
I'm not sure what you mean by filing a 1099 with the city. Do you mean that you have to enter the income from the 1099 in your city tax return? Or is the city asking you for a copy of a 1099?
