My ex husband owes past due amounts on spousal support. Do I have to file something to garnish his taxes?

You cannot do that through TurboTax or even by yourself through the IRS. You need legal advice and help from whatever agency administers spousal/child support orders in your county or state. They have to put in a order to seize his tax refund and eventually turn it over to you.
