That is because the IRS wants it that way.    The amounts on a Form 1040 are in whole dollar amounts---without "cents."   What are you trying to do----why do you want the "cents?"

I don't necessarily want cents, I just want to be exactly accurate so that my 1040x doesn't get kicked back/rejected.  I will leave cents off though.

you can enter cents and then Turbotax rounds. the general rule is you round down to the next whole $ for 49 cents or less and up to the next whole $ for 50 cents or more. I've been rounding on returns since the 70's and it has never caused a problem
