That's one approach.

amended return could take six months or longer to go through.

In normal times it is at least four months.

 

IRS may correct your return and refund your overpayment. I'd wait a couple of months to see what happens..

I want to file an amended return 1040X through TurboTax and get the refund applied to my 2021 return.

This will avoid the use of mail, since I am in a foreign country. How can I select the option to apply my refund to next year's return while filing a return through TurboTax?

The IRS says, "Our records show you have payments applied to your account which need to be claimed on your tax return." I can do this by filing an amended return, but I wish to select the option to apply the refund to next year's return.

Put  a non-zero amount on 1040-X line 23.

At some point along the way, TurboTax should ask you for it.

Don't SUBMIT without it.

Yes - that's the whole question here. Where does Turbo-Tax ask that question?
Unless I can find it, I will have to submit the 1040X by mail.

the question about that, if you are going to get it,  comes up at the very last minute when you go to submit.

No - I NEVER click on "submit" without looking at the return. The downloaded 1040X shows it as "Amount of line 21 you want refunded to you" on line 22. There was no option to change that.
For now, I'll have to plan on mailing in my own 1040X, since the IRS' Free File Forms doesn't support the 1040X.
