My 2024 refund was sent back to you turbo and they sent paper check,so my 2023 return was sent out before 2024 and I didn't get my paper check

your post is not clear as to what happened for 2023 and 2024. Please clarify.  if a direct deposit refund was sent and the routing and/or the account numbers are bad, the bank receiving it sends it back to the IRS, not Turbotax. Then the IRS issues a paper check which is sent to the address on file.
