Missing Refund despite acceptance

I filed my taxes and the IRS accepted the refund. Get my refund says it posted the refund to my bank on march 16th and to wait until the 21st if it is still not there.I checked with my bank and they still have not received anything, and told me to contact the IRS. I double checked my account and routing numbers and they are correct. Who do I contact with the IRS to see what happened to my refund?

    You will have to call the IRS for more information:

    7 a.m. to 7 p.m. local time (please see IRS phone numbers for additional information)

     

    Please be aware, if your refund cannot be deposited into your account for some reason (name doesn't match, old account, etc.) then the IRS will mail you a check.

    How do I talk to a human? I called them and the robot just keeps saying your refund was sent on the 16th and to contact your tax preparer and your bank if you haven’t gotten it. My bank says check with the IRS because they don’t have anything.
