Missing id verify letter

Hey so per the its I should've received a letter to id verify. So she was sending another one almost 3 weeks ago. Still havent gotten it. I can't do it online because i don't have a loan or credit card. The earliest in person apt is middle of may! Has anyone verified over the phone without the letter?? Or can a tax advocate help me??
