I amended my 2017 federal and state in 2019 to add my son as a dependent. The TT instructions say I need to mail in the state copy of W2s, but I did that already when I submitted the original 2017 MA tax return last year. Do I really need to resubmit the 2017 W2s?

No, you don't need to send your 2017 W-2.
You only need to send documents that support the changes you are making. In this case, I would include something official that shows your son was your dependent- a school letter, a payment for his expenses, etc. It does not need to be more than a document or two.
