Is there anyway to verify my identity without the letter the irs is supposed to send? Because it says my taxes are being reviewed just need to proof of my identity

No, there isn't.  Your best option at the moment would to contact the IRS to see what's going on. For telephone assistance, see Telephone and Local Assistance on the IRS' Let Us Help You page. 

When the IRS sends you an identity theft letter, you need to follow the steps in the letter.  You just have to wait for the IRS to reach out to you.  The IRS tries to get your identity verified as quickly as possible to get your refund out to you in the shortest possible time.
