It will be this year because the IRS is delaying refund payments to anyone who claimed Earned Income Credit or the Additional Child Tax Credit until after Feb 15th (they are saying do not expect refunds to hit bank accounts before Feb 27th).  Now, overall, the IRS is generally faster at processing returns, but its not unusual for a state to process first, especially the bigger states like California and New York.
