IRS says they didn't receive my taxes but turbo tax says accepted. What do I do? It’s been more than 90 days. They sent a letter saying they did not receive a return.

Will TurboTax resubmit my return, or do I have to mail it in? Also I paid TurboTax fees upfront from my debit card, will I be reimbursed?

What tax year are you referring to?  The IRS does not routinely send out letters saying they did not receive a tax return from you.  What EXACTLY does the letter say?  Does it say they did not receive a Form 1040 from you or does it say you did not pay your tax due?   TurboTax gets no information from the IRS after you file your tax return.   You will not be reimbursed for your TT fees---you used TT to prepare that tax return; the fees are the same whether the return is e-filed or mailed in an envelope.   Please explain further---you might need to print, sign and mail the return if it was not e-filed successfully.
