I have put some tax deferred money into my 403b as a traditional IRA, which already reflected in my W-2 form, box 12. Except that, I don't have another IRA  in any Banks. When I go to the last session of duction of Turbotax, it asked me if I have IRA or Roth IRA. Should I skip this session or not ?

A 403b or 401K is not a IRA.  Say No.  A IRA you open outside of work with your own money, not a preTax deduction from your paycheck.
