In 2017 I applied for a offer in compromise it was accepted in 2018 and terms completed in October of 2018. The IRS kept a refund for that callender year which was due.
Will they also keep my refund this year. Because the terms said they'd keep any refunds due for that callender year so will I see my refund this year

They should not "offset" your refund for 2018. If the terms of the Offer in Compromise stated they would keep any refunds for that calendar year, that would mean 2017. You have now satisfied the terms of the agreement, no further offsets should occur.
