I helped my college age daughter file her Illinois State Taxes. She got a notice from the state saying her exemption allowance was incorrect and she owes money for taxes. The TurboTax Review shows no errors. However, according to the State of Illinois her exemption should have been zero. Has anyone else had his problem?

the statement is correct as to her entitled exemption. so what is your question? we can't see the Illinois return but step 1 line C should be checked if she could have been claimed as a dependent even if you didn't (same rules as for Federal return)
if it's a Turbotax error, you can file a claim for any penalties and interest but are responsible for any additional taxes.
TurboTax pulls the answer to the question about whether you can be claimed as a dependent on the Illinois return from My Info.
TurboTax does not know whether someone is a dependent or not and will not give you are error on the Illinois return if someone was NOT claimed as a dependent on federal.
This is not a software issue.
