If W-2C does not arrive by April 15?

My wife is getting a corrected W2.  (They sent us one earlier, but it is incorrect and I have discussed with the company.)  We haven't received the correct "corrected" W2 yet.  I still need to do my state taxes...

If we don't receive the W-2C by April 15, what should I do?  File for an extension?  (Does the company that messed this up to begin with have any liability for this?)

Yes, you should file for an extension.  If you know what the corrected W-2 numbers will be, you can determine whether you owe any taxes with your federal and state extension.

There are many W-2Cs completed every year by employers so I imagine that they have no liability.  If you could not determine your estimated taxable income due to the W-2C (for your extensions) which resulted in a large penalty, you may at that  point have a claim with her employer.

In addition to filing an extension, ---

If you expect to owe money you should also pay your best guess estimate at the time you file for your extension to minimize any interest or penalty that may be assessed if you owe. 

The extension simply provides you with more time to file  --it does not provide additional time to pay.
