yes. the USPS offers tracking and proof of delivery options and then there are private delivery services. Obviously there are fees for this service. however, if you just drop it in a mailbox or at a USPS facility without registering it there's no way to track it.

If tpg mails a paper check can i track it
Since you mentioned "TPG", I assume you paid your TurboTax product fees out of your Federal refund.
You said "if" TPG mails a check.....
What makes you think SBTPG (Tax Products Group) is going to mail you a check? Are you expecting that a direct deposit from SBTPG to your bank (or card) is going to fail and go back to SBTPG, and they'll send a check?
Or do you already know that a direct deposit has failed and been returned to SBTPG, and that SBTPG is already sending you a check?
I don't know what their mailing procedure is, but I suspect it may just be regular first-class mail. You'd have to ask SBTPG's customer support. Or you might be able to get some info by logging into the SBTPG refund lookup tool to see if it has info on your refund and how it's being handled.
To log in to check on your refund, choose the "For Taxpayers" portal at the link below, then choose "Check with TPG."

SBTPG has a phone contact page at the following link. It also shows their business hours. Even when they are closed, you may be able to get automated info, or you can log in as above.
