If the federal government had started issuing refunds but my state has not started yet, will i have to wait for my state to start issuing refunds before get a refund?

No, the fact that your state has not started issuing refunds does not affect your federal return.

Your Federal and State Returns are processed completely separately so one is not affected by processing delays of the other.
