My girl friend did not receive her 2015 tax refund never was sent letter don't know what went wrong can she claim this year

If she never got her 2015 federal refund, she should contact the IRS at 800-424-1040 and find out if her tax return was ever filed. 

If she never filed it, she can prepare her 2015 return by purchasing a CD/Download version of TurboTax HERE. She would have to print out and mail the return, because e-file is no longer available for the 2015 return.
