Your union dues would be on Line 21 of your IT-196. Line 44 is the amount of your union dues disallowed due to the 2% floor.
Per the instructions for IT-196, Line 44, Section K, this entry equals the amount of disallowed union dues included on the Unreimbursed employee business expenses that were subject to the 2% miscellaneous itemized deduction floor.
Per NYS instructions for Form IT-196 (page 19),
You can get to it directly from the forms view. It does not appear to show up in the step-by-step (at least for me).
From the menu bar, choose View -> Forms, then go to the IT-196. If you click on Line 44, then on the magnifying glass icon that appears just to the left, the Addition Adjustments worksheet opens.
I also found that TurboTax transfers the amount from federal over to line 21, but not line 44.
