If I have purchased a 2017 turbo tax basic will IRS accept it electronically?

Regular consumers can't e-file a past year tax return.  You will have to print your return and mail it to the IRS.  (Tax professionals using different software can e-file some past year returns, but I don't know the details.  Turbotax is not software to professionally prepare a return, it is software to assist you in preparing your own return.)
