If I filed for 2017, was supposed to receive $10,000 and owed the IRS $800 and have paid it, will I get the $10,000?

That makes no sense. You could not have had tax due and get a refund on the same tax return. Please explain what you mean.

If you filed a 2017 tax return that said you had a refund due to you of $10,000 for 2017 but owed $800 for 2016 or a previous year and you paid the $800 before the IRS processed your 2017 return, yes you would get your $10,000 if you don't owe anything else.
