If I file my returns now, what is the likelihood that Congress will approve tax law changes that would require me to file amended returns next year?

I want to avoid the hassle of filing amended 2016 tax returns, so should I wait until April to file?

As of now, it does not appear that anby Congressional tax changes will be retroactive to 2016.
