If I am paying an IRS loan from previous tax year can I still receive a tax refund this year?

So far, there is no information about owing back taxes, but according to what information is out there, everyone who qualifies should receive some money.  Once everything is ironed out, we all will know something.

So far, there is no information about owing back taxes, but according to what information is out there, everyone who qualifies should receive some money.  Once everything is ironed out, we all will know something.
