I would like to know if i can use turbo tax to check my past four years federal returns for accuracy and/or unclaimed deductions and refile if savings found?

Not really.

Unfortunately, you would have to purchase each year product as a CD/Download product and separately to prepare your prior returns to see if there is a difference. 

You can file amended tax return for each year.
