The IRS is reporting some issues with their systems this week as many workers and systems are starting to come back online.  I can't say with absolute certainty, but the likelihood is that it is an issue on their end that will likely resolve within a few days. 

I would give it a few days time to settle down as they start to clear out some backlog and try again.  I know it's frustrating as you've been waiting all of this time already but I think this is actually a sign of some progress!!
