Simply sign back in on the same account where you left off, and click a button that states take me to where I left off.

I don't see anything that says take me where I felt off.

It sounds as if you may have more than one account with TurboTax Online. If you do, you may be in a different account than the one you used to file your tax return.  To find out if you have more than one TurboTax account, sign out of the account that you are currently in and  sign in here: <a rel="nofollow" target="_blank" href="https://myturbotax.intuit.com/account-recovery/">https://myturbotax.intuit.com/account-recovery/</a> , enter your email address, and click Continue to get an e-mailed list of all accounts tied to that email.

No o do not have more then one account. All I need is to get to the part so I can finish. And set up my payments

Alright then, lets get you back into the Payments Topic.
On the left hand side click Tax Tools > Tools > Topic Search > "Payments" This should take you back to the payment section.
