I unexpectedly received a substantial refund from my long term insurance carrier, do i\I have to file estimated taxes in the coming year as recommended by turbo tax?

I do not foresee any additional income of that  magnitude this coming year and think the estimated payments are not needed.

No. If your income will return to what it was prior and you didn't pay estimated taxes before, then you do not need to make estimated payment.
