How are you using the term "accepted?" That normally refers to the efile status, indicating a return was accepted for processing. It has nothing to do with the merits of the return and whether a refund was actually approved. After processing at the state tax agency, then a refund would be approved in most cases, or sometimes modified by the state. Here's how to check on it:
The 2023 return that you mentioned would be a return from the year before last; i.e., a prior-year return. The CA refund lookup tool is only for current-year returns, currently 2024. The CA FTB website says you must contact them for information about a prior-year refund.

Before phoning them, I would double-check to be sure that your 2023 efiled state return was indeed submitted successfully and that the efile was accepted by the state for processing. To do that, you can sign into your Online TurboTax account, and go to the Tax Home. Scroll way down to "Your Tax Returns & Documents". Expand that section and choose tax year 2023. What does it show for the status--does it show as accepted, rejected, printed, started, or something else?
