I took out a student loan at the end of 2016, but have not started paying on the loan yet. Can I claim this loan on my taxes?

No.  There is nothing for you to claim until you pay interest on the student loan.  When you make payments on the loan, you will receive a 1098E showing how much interest you paid.  The loan itself is not deductible.
