Non-collectible letter from IRS then when working part time job they keep my refund how long will this continue and what about the letter that states non-collectible ?

You have to call the IRS at the number on the letter.
But this sound like it might be seized as an offset because you collected Unemployment Comp when you were not eligible to do so.
