I received a letter from the franchise tax board (ftb 3904) requiring me to call a verify my identity in order to receive my state refund. Is this legitimate?

This could be a scam. Does the letter look legitimate? Is the phone number a valid phone number for your state? Do not give out any personal information such as social security number over the phone to anyone you are not positive works for the state.
