I received a late 1098-T for the 2018 filing year. I was not able to amend my submitted 2018 tax return. Can I add this 2018 information to my 2019 tax return since it was never filed last year?

No you can never just lump a prior year document onto the next tax year Form 1040.  If you want to amend then you can amend to add it to your 2018 return.

Why do you say you could not amend?  Amended returns can only be submitted by mail.

A 1040X cannot be e-filed.  It must be printed and mailed.  It will take about 3-4 months for the IRS to process an amended return.  It is a good idea to use a mailing service that will track it, like UPS or certified mail, so you will know it was received.

Wait about 3 weeks from mailing and you can check the status of your amended return:
