I owed taxes for 2015 that I paid in 2016. Can I deduct that?

If these were Federal income taxes, No, they are not deductible in your 2016 Federal income tax return.

If these were state income taxes, they can be included in your state and local income tax itemized deduction on Schedule A.  Only the tax can be included; not any interest or penalties.
