I need to return an amended 2017 tax return, but I didn't use TurboTax to file my 2017 return. I did use it this year for 2018.

In order to amend your 2017 tax return using TurboTax if your original return was not prepared in TurboTax, you first need to recreate the original return exactly as it was originally filed in the TurboTax software.  You should be able to do this by using your original documents and a copy of your 2017 tax return. In order to do this, you will need to purchase and download the software for 2017 to prepare that Tax Returns and then mail it to the IRS.  Here is a link to previous years product options:  TurboTax Previous Years Products.

After you input your 2017 return into TurboTax exactly how it was filed originally, you then indicate in TurboTax that you want to file by mail and print out the original return. (You don't actually mail this return, it's just what you need to do to get to the Amendment process).
