my daughter filed her return with basic. The program wont let me download the .tax file with basic,  which is what she filed with originally. How do you upgrade to download 2017. I go to upgrade, and it only applies to the current years filing.

Basic is a Desktop CD/Download program.  Did she use the program installed on a computer?

No, she used the online version.
