If you claimed the child income tax credit your 21 days started on Feb 15th

The IRS predicts 21 days, it can take longer than the 21 days. 

It is also 21 business days, not including weekends and holidays. The IRS did not officially start accepting returns until 01/27/2020 which was 17 business days ago.
